To become a driver / rider trainer you must hold an open driver licence (or a driver licence issued outside Queensland that corresponds to that licence) for the class of vehicle for which the person wishes to provide training. The open licence must be held for at least 1 year (ss 5(5) & 6(9) Transport Operations (Road Use Management—Driver Licensing) Regulation 1999) and S39 (2) (a) Transport Operations (Road Use Management) Regulation 1995.

The ultimate aim is to improve driver safety. The training course is tailored to suit the participants and the type of vehicles that they drive. Training and assessment will include the theories and concepts presented using discussion techniques and case studies. Queensland Transport may refuse to grant accreditation to a person who has been convicted of an offence under the Criminal Code or is currently charged with an offence under the Criminal Code and the charge has not been fully disposed of.
